Prosecutor Ron O’Brien said, “Not only did this man record a teenage lifeguard in a changing room at the pool, but he also had child pornography on his cell phone.” Prosecutor Ron O’Brien announced that the Franklin County Grand Jury has returned an indictment against Justin Francis Budding, age 22, with four counts of Pandering Sexually-Oriented Matter Involving a Minor (F-2), four counts of Pandering Sexually-Oriented Matter Involving a Minor (F-4), and one count of Voyeurism (F-5), for a total of nine counts. Also found on his cell phone were images and videos of children in a state of nudity and/or engaging in sexual acts, which Budding obtained between August 18th and December 14th, 2017. Budding is scheduled to be arraigned on Monday, January 22nd at 1:30 pm in courtroom 2B at 345 S. High Street in downtown Columbus.
