Posted on 5/18/2018

Defendant: Raymond Billy Sims

Prosecutor Ron O’Brien said, “This stranger forced his victim to enter a vacant apartment at knife-point, where he then tied her up and raped her.”  Prosecutor Ron O’Brien announces that the Franklin County Grand Jury has returned a four count indictment on Raymond Billy Sims, age 61, for three counts of Rape with Sexually Violent Predator Specifications and one count of Kidnapping.  The Sexually Violent Predator Specifications in the indictment are based on a prior Rape and Abduction conviction from Virginia in 1981.  On May 1st, 2018, Sims allegedly held a knife to the victim’s neck and forced her into a vacant apartment where he then tied her up and raped her.  Sims eventually left the victim alone in the apartment, where she was then able to free herself and escape.  The victim underwent a sexual assault exam and an evidence kit was collected and submitted for DNA analysis at the Columbus Police Crime Laboratory.  Police also contacted the property owner of the address of the vacant apartment where the rape occurred and he was able to provide the name of one of his employees who matched the description given to police by the victim.  On May 11th, Sims was arrested by SWAT without incident.  Arraignment for this case is set for Wednesday, May 23rd, 2018, at 1:30 pm in courtroom 2B at 345 South High Street in downtown Columbus.
