Franklin County Prosecutor Ron O’Brien announces that the Franklin County Grand Jury has returned an indictment against Thomas G. Houck was a tow-truck operator and was in the process of moving a disabled vehicle from the berm on I-71 just north of Cooke Road when both the disabled car and Houck were struck by Frederick.
