Nine Persons Illegally Collecting Unemployment Compensation From The State Indicted

Prosecutor Ron O’Brien announces that the Franklin County Grand Jury has returned indictments on nine separate individuals for alleged theft related offenses against the Ohio Department of Job & Family Services. O’Brien said, “all of these theft cases were people who were receiving unemployment compensation from the state while either working full or part time and who failed to report this to the ODJFS on a weekly basis, which is a requirement of the program”. These thefts totaled over $90,000. Those indicted are as follows:

  • Mark A. Clemens, age 48, of Columbus has been indicted for one count (F-4) Theft and one count (F-3) Tampering with Records, for a total of two counts. The unemployment compensation collected by Clemens while he was working between May 2010 to April 2011 was $14,050.
  • Michael N. Greisiger, age 44, of Powell has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. Between March and August of 2009, it is alleged that Greisiger collected unemployment compensation while he was working totaling $5,544.00.
  • Danielle Saleem, age 38, of Columbus has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. Between March and August of 2011, Saleem allegedly collected $4,128.00 in unemployment compensation while she was working.
  • Antonio K. Hill, age 37, of Columbus has been indicted for one count (F-4) Theft and one count (F-3) Tampering with Records, for a total of two counts. It is alleged that unemployment compensation payments received by Hill while he was working from February 2009 to August 2010 totaled $16,868.00.
  • Matthew I. Koehler, age 27 of Worthington has been indicted for one count (F-4) Theft and one count (F-3) Tampering with Records, for a total of two counts. The unemployment compensation collected by Koehler while he was working between May 2009 to March 2012 was $29,115.00.
  • Jonathan M. Manzie, age 37, of Columbus has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. Between October 2010 and March 2011, it is alleged that Manzie collected unemployment compensation while he was working totaling $2,331.00.
  • Douglas Brewster, age 57, of Westerville has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. The unemployment compensation collected by Brewster while he was working between January and June of 2011 was $7,061.00.
  • Shalanda Couch, age 41, of Columbus has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. From October 2010 through July 2012, it is alleged that Couch collected unemployment compensation while she was working totaling $5,616.00.
  • Karen Harrell, age 52 of Columbus has been indicted for one count (F-5) Theft and one count (F-3) Tampering with Records, for a total of two counts. Between October 2010 and September 2011, Harrell allegedly collected $6,392.00 in unemployment compensation while she was working.
